September 5, 2007

                                
                        A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:00 p.m. Present for the meeting were Mitch Couture, Martha Laflamme, Nicole Plourde, Nathan Morin, Brian Leclerc, John Moulis, Marion Y. Huntley, Steve Michaud, Gary Bisson, Tim Forestall, Dan Record, Jane Provencher, Beverly Dupont, Ken Proulx, Roland Pinette, Corinne Cascadden, Cheryl Pinette, Craig Lyons, and members of the press.
                        
MINUTES         On a motion by Martha Laflamme, seconded by Nicole Plourde, the Board voted to approve the minutes of the August 15, 2007 meeting, public and nonpublic sessions. The motion passed unanimously.
        
WARRANTS                A motion was made by Nicole Plourde, seconded by Martha Laflamme, to approve the warrants dated August 27, September 4, and 10, 2007 for the amounts of $1,803.70, $2,444.30, $1416.60, and $307,262.97 respectively. On a roll call vote, all members voted in the affirmative.

COMMENTS                None                    

SDE CONF                Jane Provencher requested Board approval to send 10 staff members to the SDE Winter Conference in Nashua, NH in December. Title I will pay for the attendees and the substitutes required. A motion was made by Nicole Plourde, seconded by Martha Laflamme to approve the attendance of the staff members to the SDE Conference. On a roll call vote, all members voted in the affirmative.

                        The Board was then informed of the Hillside Professional Staff Development day on August 29, 2007. Madeline Cooke, and a representative from Macmillan McGrawhill did presentations and presented a new reading series for struggling readers and how to improve reading skills for all students. An author will also visit on October 12, 2007 in conjunction with the new reading series.

TUITION RATES   On a motion by Nicole Plourde, seconded by Nathan Morin, the Board voted to accept the following tuition rates for the 2008-2009 school year:

                                        Elementary      $10,112
                                        Junior High     $10,150
                                        High School     $ 9,686 

                On a roll call vote all members voted in the affirmative.               

JICCB POLICY    A motion was made by Nicole Plourde, seconded by Nathan Morin to read policy JICCB, Bullying, The motion passed unanimously. Nicole Plourde then made a motion to suspend the rules to allow a second reading of this policy; it was seconded by Nathan Morin. The motion passed unanimously. On a motion by Nicole Plourde, seconded by Nathan Morin, the Board did the second reading of policy JICCB. The motion passed unanimously. The policy is adopted.

SUPER REPORT    The Superintendent explained the NEAS&C accreditation process at Berlin High School. The high school will begin the evaluation schedule this year and it concludes in 2010. There are many preparations needed prior to that time.
                        Brian Leclerc joined the meeting at this time.
                        The Superintendent commented on the AYP report.
                        The Superintendent informed the Board the Reading First Presentation will be at the October 3, 2007 Board meeting.
                                
COMMENTS                None

NEW BUSINESS    Martha Laflamme thanked the administration for the school year calendar magnets.
                        Brian Leclerc asked about opening day. The Superintendent and administration reported all went well and smoothly. The Board was informed that the new parking change at Brown School is going well so far. The change will take a bit of time for adjustments and fine tuning. It can be difficult at times for the staff to cross the street.
                        A question was raised concerning Hillside Athletics. Mrs. Dupont reported she is still in the process of filling the Athletic Director position, but she feels it should be done very soon; it is not a funding issue.
                        
NON PUBLIC              On a motion by Brian Leclerc, seconded by Nicole Plourde, the Board voted to go in to nonpublic session at 6:25 p.m. in accordance with RSA 91-A3II(a),(b), (c). On a roll call vote, all members voted in the affirmative.

                        On a motion by Brian Leclerc, seconded by Martha Laflamme the Board voted to come out of nonpublic session at 8:20 p.m. The motion passed unanimously. There were no additional votes taken in nonpublic session.

MEMBER COMMENTS Nicole Plourde requested that the new policy JICCB that was just passed be distributed to all students and staff; Administration will take care of and reinforce from preliminary meetings. The policy will be added to manuals.

                        The Board will decide at its next meeting, if they will attend the homecoming parade on September 28th as per the invitation they received from Tina Demers and the BHS Backers.
                        
STAFFING                On a motion by Brian Leclerc, seconded by Martha Laflamme, the Board voted to accept the following staffing changes:

All nominations are contingent on the person passing a criminal record check. The motion passed unanimously.
                                                        
ADJOURN         On a motion by Martha Laflamme, seconded by Nicole Plourde, the Board voted to adjourn it’s meeting at 8:30 p.m. The motion passed unanimously.
